The Demise of the 28-Clause Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension sparked by the announcement of a new 28-article proposal for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of conflicting incidents captured the harsh reality of the current period. By day, political struggles are waged: hopeful statements are issued from various governments. Immense energy is devoted on containing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the primary tool for achieving "settlement".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from Russian territory, a capability afforded by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to counter approaching cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through Western nations. Every firing creates sudden vibrations, causing tremors. The brief panic quickly transforms into grim resignation: possibly the hostile projectile won't cause damage this time, sparing the city from catastrophe and another blackout.

Ongoing Risks

Not long after, a automatic firearm opened up on a drone somewhere nearby, part of a defensive team – almost certainly Western-made equipment. Regrettably, the bullets missed the hostile drone – it pressed on overhead toward its objective.

Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on international aid – a need that European nations are evidently unprepared to substitute in the short term.

Failed Diplomacy

The comprehensive proposal from American leadership provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new approach from US leadership adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, endure.

Strategic Calculations

It is tempting to accuse certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington functions according to a premise well known to international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The White House presumes that it is impossible to force Russia to surrender the areas that it presently holds in Ukraine's occupied territories.

The problem is that while acknowledging this situation, American administration does minimal to prevent Kremlin actions, through statements or actions, from thinking that the current condition will not change more in its favour in the near future.

Opposing Positions

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but averting a complete military breakdown until circumstances change in its benefit.

Current Realities

Objectively, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unworkable, so that their focus does not move to domestic problems. And although their mission will now be considerably more difficult after latest incidents, it remains highly unlikely that this will modify their basic position.

These two forces are influencing discussions.

Assessment and Future

It took a just a single week to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, latest revelations, all achieved their purpose.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate certain reluctance to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, primarily depend on continued Western support.
